After my arrival in Hongkong a few days since, a report was made to me of the circumstances attending the arrest of Captain Nichols of the American "Barque" "Reindeer", and of the action of the police, and the Magistrate, and of Captain M. Slocum, of the U.S. Frigate "Plymouth", in the premises.
I am informed that a body of from ten men, in the uniform of the police of the Colony, went on board the "Reindeer", and, without even producing a warrant, or any authority (although it was demanded) forcibly released a person named
